I agree. I blogged about this saying that $0 increases social interaction aspects but invites spam, troll, and useless questions. As far as commiting to pay, you should charge people for asking the question directly: make them paypal you, then you pay the user who answered. Of course you would lose the percentage on the paypal transaction...
