In Photoshop....how do I change the colors of individual layers for a multi-layered Photoshop file....without obscuring the non-color design features of each layer?

If what you want is to tint all of a layer in a single color, while keeping the contrast of individuals details on that layer the same, there are a couple ways to do it.
The easiest is to this is to click on the small half-white/half-black circle at the bottom of your layers pallete. This will bring up a list of adjustment layers you can create. Select Hue/Saturation. When the Hue/Saturation window appears, select the checkbox labelled "colorize" and slide the Hue slider until you achieve the color you're looking for. You can also adjust the Saturation and Lightness sliders to fine tune the color.

The bad news...well....my trial version of Photoshop is very buggy and crashes whenever I try to access the "Color Picker" feature. *sigh*
