It's really to stop U.S. residents from fleeing to Mexico when the Republicans restart the draft to supply soldiers for the new war against Argentina. This will happen shortly after Hugo Chavez is declared a weapon of mass destruction, due to his ability to lower gas prices any time he wants, which threatens to reduce the profits of the U.S. Oil industry.
