My u-joints seized and the repair shop is wanting to charge me $450. Is this a reasonable fee or am I being robbed?

You're being robbed- u-joints are ~$5 each and require no skill to put in.
Get a grease gun, unbolt old ones, put new ones in.
Though, if through seizing they messed up your driveshaft, then yeah- you need a new driveshaft made, which isn't cheap.
