You have a bad ground- when you go to start the car there's a lot of current going which will spark and weld itself together.
Then when you go to start it again, the weld provides continuity.

Check your battery cables for tightness around the posts, as well as the positive connection to the starter, and the main ground going to the engine/body from the battery.
