You can try Jasco's Premium Paint & Epoxy Remover (available at most Ace Hardware stores), or their Graffitti Remover. I stripped the paint off an entire vehicle with the Premium P&E Remover, and it should leave the laminate intact. This is STRONG stuff, though. I recommend testing a small area first, before doing the entire floor. And be sure to wear proper protection: rubber gloves & safety glasses; this stuff will burn your skin.
